    This is a full-time opportunity in our Mesa Corporate office, located in Mesa, AZ. The schedule is Monday - Friday with some weekend and holiday coverage required and shared among the team.

    Job Summary

    This position coordinates and facilitates placement and oversight activities specific to External Contract Labor (ECL) staff. Leads the coordination and aggregation of requests for contract labor and communicates needs to our ECL vendors. Coordinates profiles, assuring qualifications and assisting scheduling of interviews with stakeholders. This position is also responsible for maintaining invoicing data and integrity across all of the ECL utilization. Plays a key role in development, implementation and administration of the training and support for the team and also serves as a leader regarding HR and other needs associated with our non-employed vendors.


    Essential Functions

  • Hires, trains, conducts performance evaluations, provides counseling, initiates corrective action and directs the workflow for the staff. This position participates in the development and implementation of department goals and objectives. Ensures all goals and objectives are met timely and effectively.

  • Coordinates with the vendor and the hiring authority to create accurate recruitment profiles for contract positions. Ensures qualifications of the profile align with the stakeholder needs.

  • Effectively uses all systems related to ECL including internal document management platform and labor management system as well as workforce requesting system and is responsible for managing all the ECL invoicing and associated time requirements.

  • Partners with customers and stakeholders to ensure appropriate understanding of organizational staffing needs and vendor offerings. This includes notifying vendors of workforce/staffing needs, as well as receiving vendor profiles (candidate resumes) to assess profile meets minimum qualifications, posts the profiles to shared site, and sets up interviews with the facilities/entities.

  • Ensures that the candidate and all stakeholders are informed of the logistics and have all the relevant information needed to have a successful experience during assignment.

  • Provides program support and assists with coordinating logistics for New Employee Orientation sessions, Secure Hire and Security to ensure candidate hand-off occurs with hiring partners, so other stakeholders can follow through on their required activities.

  • Minimum Qualifications

    Must possess strong knowledge of Human Resources, staffing, business or related field as could be obtained through the completion of a bachelors degree or 2 to 3 years of experience performing and/or conducting business analysis, supporting sourcing and recruitment efforts, and/or managing vendor relationships. Must demonstrate a high-level of planning and analytical thinking to orchestrate, review and coordinate vendor agreements with staffing firms to ensure that goals and/or objectives of these relationships are accomplished. Requires the ability to effectively communicate in both written and oral formats. Must possess the ability to effectively present research findings, contracts, and recommendations to management. Must be results oriented, customer service focused, and able to organize and independently manage various vendor contracts and activities simultaneously. Must be able to manage multiple projects with overlapping time lines, deliverables, goals, objectives, and expectations.

    Must have a working knowledge of common software programs to prepare and create correspondence, presentations, spreadsheets, and reports and effectively work with data management programs.
